The OCG conducted a review of the job descriptions for the posts mentioned in Table 1 above, and during
the course of a hearing which was held on October 16, 2015, specific questions were directed to the officers
of the St. Ann Municipal Corporation as it regards their performance of obligated functions and
responsibilities. The following verbatim extracts of the transcript of hearing involving Ms. Althea Hall are
instructive:
“CHAIRMAN:
Let us start with, in terms of your job functions.
I know your general job description, your job
function but it is outlined or was outlined to us
by the Secretary Manager. You could tell me if
you agree. One of your job functions is
preparation of Estimates?
A:
Yes, sir.
CHAIRMAN:
Another is the Implementation and Monitoring
of projects?
A:
Yes, sir.
CHAIRMAN:
Certification of work that are they are
satisfactorily completed?
A:
That actually goes through an officer before it
comes to the Supt, but the final certification is
me.
CHAIRMAN:
When you certify that work is satisfactorily
completed, you just signing that somebody else
