and that the persons actually do work in the area?

Can you speak to that?

A:

The process is that Mr Alwyn Brown who is the person

who engages the contractor on behalf of the Parish

Council, he would contract the person, assign the work

to him, when the work is completed he would have

checked to make sure it is completed. The officer above

Mr Brown would be the Deputy Superintendent or the

Superintendent would do random checks at various

points to ensure that what is on paper is what has been

done. The internal auditors are independent, they can

take voucher, take a program and look at it and go

independently, or they can ask the office supt., please

send me the officer who implemented these programs to

take me to all the sites so that I can do some random

checks to satisfy myself. The internal auditors are

independent, that is their responsibility or a part of their

responsibility.

Q

Were you aware, Mr Graham, that this sort of thing was

happening in terms of the group payments, that people

were actually signing the contracts saying they did work

when they didn’t do work in certain areas. Were you

aware of that?

A:

No.

Q:

Because even when you look at the face of the contract,

it says meters: 1900; rate: $250; and she admits that,

Miss Hanniford, ‘I did not do work in all these areas’.

So she went on further, that the money she got she gave

it to Councillor Lydia Richards and she got back

$25,000. That’s all she got, $25,000. She hands the

money to Councillor Lydia Richards; she doesn’t know

what happens to the rest.
