Similarly, the OCG required that Ms. Andrea Smith account for all persons engaged as well as the manner in
which payments were made in respect of each “grouped” contract/cheque. Ms. Smith, by way of
correspondence to the OCG which was dated April 15, 2016, stated,
inter alia
, as follows:
“
A request was made by the OCG for a list of all labourers the
amount they received and their contacts
[sic]
that were
contracted to each contractor from periods 2012 to 2014. I am
unable to fulfull that request as my records would indicate I
was in contact with only the contactors
[sic]
. I don’t know the
persons who were employed to each contractor.
However, I
had requested the above request from Ms. Lisa Hanna based on
the fact that I was investigative leave and I would not have had
the resources to compile such large document.
…
It is not my intension
[sic]
to obstruct the OCG investigation I
have been nothing but cooperative with the OCG investigation.
Whatever documents that were in my possession and was
requested I have submitted to the OCG.”

The OCG highlights, at this juncture, that Mr. Alfred Graham, former Secretary Manager, St. Ann Municipal
Corporation was required to appear before the Contractor General on June 1, 2017 and provided the
following responses to questions which were posed by the Contractor General:
