Under cover of letter which was dated, December 18, 2015, Ms. Lisa Hanna provided the OCG with a
Memorandum which was sent to Mr. Alfred Graham by Mr. Xavier Munroe, Acting Deputy Superintendent
of Roads and Works, St. Ann Municipal Corporation. The Memorandum which was dated December 9,
2015, bore the caption, “
Christmas Work Programme- December 2015
”, and stated,
inter alia
, as follows:
“Please be advised that the Roads and works Department has
received the following Christmas Work Programme to date.
Claremont Division
Beecher Town Division
Exchange Division
In order to meet implementation and payment schedule it is of
great importance that we receive the remaining Christmas
Work Programme from the other Councillors of the respective
divisions.
