Mr. Alwyn Brown, Assistant Superintendent, St. Ann Municipal Corporation was also summoned by the
Contractor General and provided the following information regarding the utilization of Group Payments by
the St. Ann Municipal Corporation.
“Chairman: Are there any instances where you give out work
because of this group system, that the person
who you give it out to is not actually the person
who sign that they got it? Let me ask it another
way.
You know that there is this system
where they have these group payments, so one
person come and collect the money for
everybody
?
A:
Yes sir.”

The OCG also questioned Ms. Andrea Smith, CDF Consultant, in respect of the utilization of ‘Group
Payments’ in the award of contracts for which CDF funds were utilized. In this regard, the following
questions were posed and responses provided:
“Chairman:
You are aware of the concept of group
payments, madam?
A:
Yes sir.
…
Chairman: You are aware that it is done. You are aware
that it came out of the desire to prevent
congestion at the Parish Council that one person
would collect on behalf of a number of persons?
A:
Yes, sir, that was explained to me.
