During the course of the hearing, Ms. Janet Henry provided the Contractor General with the following

documents,

inter alia

, which were labelled as exhibits and also read into the formal record:

1.

Letter dated December 18, 2013, which was addressed to Mr. Alfred Graham, former Secretary

Manager and signed by Ms. Andrea Smith for Ms. Lisa Hanna, Member of Parliament.

2.

Letter dated December 17, 2013, which was addressed to Mr. Ivor Earle, former Superintendent,

Roads and Works, and signed by Mr. Ezekiel Russell for Ms. Lisa Hanna, Member of Parliament.

3.

Letter dated December 18, 2013, which was addressed to Mr. Alfred Graham, former Secretary

Manager and which was written on the letterhead of the Ms. Lisa Hanna, Member of Parliament.

Of note, the aforementioned letters are identical copies of the “Group Payment” letters referenced at

Appendix 3, 4, 5, and 6 and quoted verbatim in this report.

During the referenced hearing, Ms. Henry provided the OCG with a justification for the utilization of

Group Payments
