During Ms. Lisa Hanna’s appearance before the Contractor General on October 26, 2015, the OCG was
again advised of the established practice of “group payments”, which is facilitated by the St. Ann Municipal
Corporation. Ms. Hanna stated,
inter alia,
as follows:
“…
The Parish Council cannot administratively, which
is what they have said to us over the years, process 800
cheques, so what they ask for are recommendations
from the Members of Parliament to give maybe 10,
quote and quote, Contractors who would be
responsible for employing those people and they then
would check that the work is done and once the work
is done...”

Having regard to the aforementioned statement, the letter of December 10, 2014, which was addressed by
Ms. Hanna to Ms. Moveta Munroe and copied to officers of the Corporation, was directed to the attention of
Ms. Hanna and the following question posed:
“Mr. DIRK HARRISON:
In respect of the second line,
commencing,
"I

requesting and ending the

requesting that the payments
be grouped, that is what you
referred to earlier when you
spoke of possibly eight
