collected the cheque it was either for $195,000.00 or
$192,000.00. Mr. Russell facilitated the signing of the
contract. Mr. Russell gave me the cheque, I think he said it
was from the NSWMA. He also facilitated the changing of
the cheque at a Supermarket owned by Mr. Edgar Johnson.
He gave me $5,000.00 out of the money for my
travelling expenses. This took place was in December
2013

Ms. Hamilton, during her appearance before the Contractor General on September 28, 2015, provided
a similar account of the circumstances surrounding the contracts which were awarded to her to that
which was recorded in her Witness Statement of November 3, 2015.
The allegations which were made by Ms. Hamilton were directed to Ms. Andrea Smith by the
Contractor General on October 22, 2015. The following representations are instructive:
“CHAIRMAN: ...Do you know Ms. Donnette
Hamilton, ma'am?
A:
Yes, I do.
CHAIRMAN:
Ms. Donnette Hamilton has indicated
that
cheque for Five Hundred Thousand
Dollars, you made her sign a blank
form, a blank contract form in respect
of that document. For the contract that
is there, she signed a blank contract
form. What is your comment in
relation to that, ma'am?
